It can be a key not merely as another form of renewable energy, but as a tool to achieve several of the new Basic Plan's objectives simultaneously and with synergistic effects.This article will deeply examine the future envisioned by the new Basic Plan, the strategic role that agrivoltaics should play in achieving it, and the "real-world walls" that must be overcome to unleash its full potential.The Synergy: How Agrivoltaics Aligns with the New Basic PlanWhile the goals of the new Basic Plan are diverse, agrivoltaics offers a powerful solution, particularly for the following four pillars:Ensuring Food Security: Stable revenue from power generation supports farm management, prevents farmers from abandoning their land, and helps maintain agricultural land. This directly contributes to the core of food security by strengthening the domestic production base.Towards Sustainable and Competitive Agriculture: The vertically integrated model is highly compatible with smart agriculture and DX (Digital Transformation), accelerating productivity and efficiency. Furthermore, this new vision of technology-infused agriculture is attractive to a younger generation of farmers.Revitalizing Rural Areas: Agrivoltaics holds the potential to transform farmland from a mere "place of food production" into a "future-form rural infrastructure" that generates multifaceted value, including energy creation, new employment, and community interaction.Contributing to Clear KPIs: The new Basic Plan mandates annual evaluations and a PDCA (Plan-Do-Check-Act) cycle. To legally position agrivoltaics no longer as an "exception," but as one of the "standard options" for maximizing the value of rural communities. That, I am convinced, is the next step to bridging this great gap and securing the future of both Japan's agriculture and its energy.
