IntroductionAs agrivoltaics (solar sharing) gains global attention, it is sometimes spoken of as a "magic wand" that can solve the challenges of food and energy simultaneously. While its potential is immense, this "panacea" mindset harbors a dangerous trap.The success of agrivoltaics is never automatically guaranteed. It is a highly advanced and specialized tool that demonstrates its true value to the fullest under specific conditions. A true expert is one who knows not only how to use this tool, but also when and where it should be used—and when it should not.In this article, based on my decade of experience, I will discuss the "boundary lines" for successfully implementing agrivoltaics: the conditions under which it should not be introduced, and the ideal conditions where success can be expected.The Wrong Conditions: Where Agrivoltaics Is Not the AnswerFirst, it is crucial to clarify under what circumstances agrivoltaics cannot be considered the "best prescription."1. Geographical and Agricultural Mismatches The first case is when the land itself does not need agrivoltaics. For example, prime agricultural land in Japan that has already established very high profitability through farming alone. Intentionally installing panels here would not be an optimization, but could instead introduce risk. Similarly, remote farmland that is too far from electricity demand centers like urban areas, where transmission costs would overwhelm the business case, should not be considered at this time.2. Lack of Vision and Ownership from the Community A more fundamental issue lies with the "receiving" community. Even if the land conditions are good, a project in a region with the following characteristics would be far from successful:A community that has no clear vision for its future.A community that seeks agrivoltaics merely as a stop-gap measure.A community where depopulation is significant, making its long-term continuity difficult.And above all, a community where the local people themselves are not interested in the future of their own region.The "co-creation with the community" that we have discussed can only be established if there is a partner with vision and a sense of ownership. Agrivoltaics is not magic that can save a land that has given up on its future; it is a powerful tool to walk alongside a community that intends to create its own future.The "Sweet Spot": The Ideal Ecosystem for SuccessSo, what is the ideal combination of conditions—the "sweet spot"—where agrivoltaics can demonstrate its true value to the fullest? Specifically, these are the areas surrounding Japan's ordinance-designated cities. In other words:"Land located in a peri-urban area with reasonably competent administrative functions, a foreseeable population and electricity demand for a certain period, and where, due to some unfavorable conditions, it is difficult to secure sufficient profit from agriculture alone."This is what I consider the ideal condition. In the future, the AI and automation technologies will likely expand this sweet spot. However, as of 2025, it is realistic to consider its scope limited to these areas.In this "sweet spot," agrivoltaics functions not just as a power generation facility, but as a solution that solves multiple problems simultaneously. The dual-revenue model stabilizes farm management and helps solve the issue of finding successors. The generated electricity is consumed locally, contributing to the region's energy independence. And a community with the will to take on challenges can grasp a new future with its own hands.ConclusionAgrivoltaics is nothing like a panacea. In fact, for regions with no other options, it can even be a "passive choice" left as a last resort. If agriculture or the local economy can be rebuilt by other means, there is no need to choose this difficult path.Its value is maximized not by further enhancing the "best land," but by unlocking the potential of "land that faces difficulties, but has not given up on the future."The true expertise that determines the success or failure of this business lies not just in the ability to implement technology, but in possessing the "discerning eye" to identify where that technology is truly needed and the partners with whom to co-create its value. This is completely different from "hakomono" (pork-barrel) public works, where problems are solved by injecting capital from the center. It is the creation of an entirely new society that requires an intense sense of ownership from the community itself to restructure its economy around the new core of agrivoltaics.
